I forgot to mention 55 Days at Peking in my list of Honorable Mention movies. However, I am working on a similar project. I am assembelling the staff for each of the 20 nations that still had diplomatic relations with Germany in April, 1945 and may have had representatives in Berlin.
My list includes:

2. Independant State of Croatia

4. Kingdom of Hungary
5. Provisional Government of Free India
6. Italy, RSI
7. Imperial Japan
8. Grand Mufti of Jerusalem
9. Manchukuo
10. Norway
11. Portugal
12. Romania, Iron Guard Regime
13. Serbia
14. Slovak Republic
15. Spain
16. Sweden
17. Switzerland
18. Vichy France
19. Vatican
20. Mutawakkilite Kingdom of Yemen
Many of these were puppet governments, governments in exile or representatives of groups that only Germany and it's allies recognized; others were nation states that were neutral in the war.
Does anyone know of any others?
Ireland was neutral but did not have diplomats in Germany at the end of the war, as far as I have been able to determine.
