Airfix tried this back in the 70's. They were not particularly successful. This even before the internet and the ability to find free rules on-line.
The Perfect Captain offers a myriad of free rules with very high production value. In addition a variety of rulesets for various periods and scales are immediately available.
While HaT's figures may be aimed at least in part at wargammers that doesn't necessarily mean that HaT management has the time or interest to publish a set of rules and then support them with rules clarifications, FAQs and other time-consuming paraphenalia.
Personally, I want HaT focused on producing figures for a wide range of periods and nationalities. Anything that is going to deviate from producing 7YW cuirassiers (or whatever others might be cheering for)should be strongly discouraged.
