Sounds good to me. The Cazadores uniform is very different to any of the figures available.
One problem is whether to do them in pre-1811 uniform or post 1811. The pre 1811 uniform had a simple jacket with yellow loops and the 'berretina' shako. After 1811 the jacket had black braids and the stovepipe was worn. I would be inclined to do the earlier style with musket and the latter with rifle.
I would prefer the latter style, however, both could be included. Same figure stance, but different shako and jacket.
Cazadores did have a very different look to British infantry and riflemen. Only one shoulder strap and a waist belt and they wore gaiters.
As for officers. Perhaps we need a Portuguese command set as stated before line infantry are not such a problem as Dutch/Belgium militia are very close, but lack command figures. As far as I can tell portuguese officers wore the shako and not the bicorne and looked very different to British officers.
Hopefully, HAT will think about producing this much needed set as a big box with both early and late uniforms in it.
