It is very hard to say what is 'worst'
There are figures for kids to play with - I am extremely fond of anything Atlantic! Not wargaming figures for sure - but what a great Wild West range!
I would say -
set can be made up of bad poses (most medieval and ancient sets) that can never form a formation.
set can be arranged in a way that there is bit of everything and nothing at the end
or
sculpting is not in accordance to the contemporary trend.
Still, it would be very hard for me to point out the 'worst set'.
