Germans are probably favourites because you can't really have World War 2 without them. To quote Basil Fawlty, "You started it. You invaded Poland." Without the Germans nothing teeters on the brink of oblivion in the mid-20th century. The 1939-45 period becomes a bit of push-and-shove and not a life-and-death struggle.
The Italians are never going to get any sort of support from the Soviets in any bid to threaten the French or British Empires, and will never get any support from the French or British to meddle in the Balkans.
The Japanese will never strike out into the Pacific because the USN and RN will have them at a 10:3 disadvantage - either alone will have them at 5:3.
Without the Germans the mid-20th century would be about as popular as Victorian colonial conflicts. Americans would continue to be mostly interested in ACW and Europeans would stay with Napoleonics (I suppose there would be some obsessed with the Great War).
