I would suggest using a combination of the following sets mostly with conversions to the ridrs plus some exra armour for some of the horses...
8022 gallic cavalry- for horses and bodies with long trousers, you would probarbly need to radically change the upper half or replace entirely with a suitable infantry body..the shields would need replacing as well.
8085 Gothic cavalry-clothing is appropriate for late roman, add "roman" helmets more armour etc for a more roman look, can also represent fedorati who would be basically these goths..
8086 Catafracti no problems there..
with these 3 sets you should be able to work up a range of light scouts-heavy cavalry types...
During the late empire on occasions suitable captured
equipment was issued to the troops as supplies were always a problem..ie in the east this may be persian etc
I would suggest the book " The Late Roman Army" by K.R.Dixon & P.Southern which has a wealth of information...
