Alex,
I rechecked ancestry.com for 1890 census, pension index, soldiers records, etc., but as you indicated, nothing there. None of those, however, would have indicated service in the regular, U.S. Army, versus the volunteers state units. Unfortunately lists of regulars are hard to come by. Have you checked for late 19th centure town histories to see if there is a biography of Jasper that might mention his war service. How about his obituary; being a doctor he might have a fairly substantial obituary in 1919.
Afraid that's all I can think of. If you do find something for him, let me know; since he's a native Vermonter, I'll be honored to share his real story on the website.
