Tom - thanks for the quick response.
Can you tell me more regarding the entry in the Vermont AG's report. If Jasper paid commutation late in the war, it may signify that he had already served a term.
Conjecture on my part only.
Unfortunately the records of the GAR Post 99 cannot be located.
